Don't use prepositions twice because you're trying to sound fancy.

Correct: "To whom am I speaking?"
Maybe not technically correct but acceptable: "Who am I speaking to?"
Incorrect: "To whom am I speaking to?"

The point of shoving a preposition in at the front of a clause is to avoid ending the sentence (or clause) with a preposition. Don't still do that.
